Short answer: Condo and co-op buildings of three or more habitable stories need a milestone inspection by December 31 of the year the building turns 30, then every 10 years. If a phase-two report is required, repairs must start within 365 days. (§ 553.899)
Phase one
A licensed architect or engineer performs a visual examination of habitable and non-habitable areas, including the major structural components.
Phase two
Phase two is required if phase one finds substantial structural deterioration. It can involve destructive or nondestructive testing, and it produces a repair plan.
